The first unit arrived on scene within 5 minutes, reporting fire throughout a single family dwelling. The firefighters initially operated in a defensive mode until the arrival of additional resources, at which time the attack mode transitioned to an offensive interior attack bringing the fire under control within 20 minutes. Firefighters conducted a search of the residence with negative results. The home was not occupied and based on information obtained from the neighbors the home had been abandoned for several months. There were no injuries reported, the cause of the fire is under investigation and damage estimates are not available. In November the suspect in the investigation was sentenced to 36 years in prison with half of it suspended. The convictions included; arson, two counts of possessing a firearm as a felon, possessing ammunition as a felon and filing a false police report. The weapons were surrendered to the Fire and Rescue Department and their value exceeds $20,000. County Fire Chief Rob Brown has ordered the weapons be destroyed by the Bureau of Alcohol,Tobacco, and Firearms so there is no possibility of the weapons getting into the wrong hands in the furture. On November 29, 2011 at 1043 units from the Stafford County Fire and Rescue Department responded to an auto accident with entrapment on North Bound Interstate 95 at the 145.2 mile marker. The first unit arrived at 1049 hours from the Stafford Station reporting one vehicle overturned with two patients trapped in the vehicle. Engine 2 and 9 worked to stabilize the vehicle and extricate the patients while crews from Medic 2 and 10 provided patient care. The vehicle stabilization and extrication were complete at 1106. Both patients were transported by M10 to Stafford Hospital at 1118 hours. Unfortunately, these same decorations may increase your chances of fire. Based on data from the National Fire Protection Association (NFPA) and the U.S. Fire Administration (USFA), an estimated 250 home fires involving Christmas trees and another 170 home fires involving holiday lights and other decorative lighting occur each year. Together, these fires resulted in 21 deaths and 43 injuries. Following a few simple fire safety tips can keep electric lights, candles, and the ever popular Christmas tree from creating a tragedy. Learn how to prevent a fire and what to do in case a fire starts in your home. Make sure all exits are accessible and not blocked by decorations or trees. Help ensure that you have a fire safe holiday season. Christmas Trees What's a traditional Christmas morning scene without a beautifully decorated tree? If your household includes a natural tree in its festivities, remember to – "Keep the tree watered." Christmas trees account for hundreds of fires annually. Typically, shorts in electrical lights or open flames from candles, lighters or matches start tree fires. Well-watered trees are not a problem. A dry and neglected tree can be. Selecting a Tree for the Holidays Needles on fresh trees should be green and hard to pull back from the branches, and the needles should not break if the tree has been freshly cut. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has been cut too long and, has probably dried out, and is a fire hazard. Caring for Your Tree Do not place your tree close to a heat source, including a fireplace or heat vent. The heat will dry out the tree, causing it to be more easily ignited by heat, flame or sparks. Be careful not to drop or flick cigarette ashes near a tree. Do not put your live tree up too early or leave it up for longer than two weeks. Keep the tree stand filled with water at all times. Disposing of Your Tree Never put tree branches or needles in a fireplace or wood-burning stove. When the tree becomes dry, discard it promptly. The best way to dispose of your tree is by taking it to a recycling center or having it hauled away by a community pick-up service. Holiday Lights Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets, and excessive kinking or wear before putting them up. Use only lighting listed by an approved testing laboratory. Do Not Overload Electrical Outlets Do not link more than three light strands, unless the directions indicate it is safe. Connect strings of lights to an extension cord before plugging the cord into the outlet. Make sure to periodically check the wires – they should not be warm to the touch. Do not leave holiday lights on unattended!Holiday Decorations Use Only Nonflammable Decorations All decorations should be nonflammable or flame-retardant and placed away from heat vents. If you are using a metallic or artificial tree, make sure it is flame retardant. Don't Block Exits Ensure that trees and other holiday decorations do not block an exit way. In the event of a fire, time is of the essence. A blocked entry/exit way puts you and your family at risk. Never Put Wrapping Paper in the Fireplace Wrapping paper in the fireplace can result in a very large fire, throwing off dangerous sparks and embers that may result in a chimney fire. Candle Care Avoid Using Lit Candles If you do use lit candles, make sure they are in stable holders and place them where they cannot be easily knocked down. Between 2005-2009, grease and cooking-related fires more than doubled on Thanksgiving Day compared to an average day in November. With the popularity of turkey frying increasing, U.S. fire departments are responding to more than 1,000 fires each year in which a deep fryer is involved. The National Fire Protection Association (NFPA) says deep fryer fires cause an average of 5 deaths, 60 injuries, and more than $15 million in property damage each year. Most turkey fryer fires are preventable. Recognizing common mistakes is a critical step in reducing your risk of a fire or potentially fatal burns. • Too much oil in the fryer pot - If the cooking pot is overfilled, the oil may spill out of the pot when the turkey is lowered in. Oil can hit the burner and cause a fire. Follow the owner's manual to determine the proper amount of oil to use. • Dropping a frozen or partially thawed turkey into oil - Frozen or partially frozen turkeys placed into the fryer can cause a spillover and may result in a fire. Make sure your turkey is properly thawed and slowly lower it into the pot to prevent oil from splashing. • Fryer is too close to structures - More than one-third of fires involving a fryer start in a garage or patio. Cook outdoors and away from flammables; maintain a safe distance from any buildings and keep the fryer off any wooden structures. • Oil and water don't mix - When ice comes into contact with hot oil, the water vaporizes, causing steam bubbles to pop and spray hot oil. Do not use ice or water to cool down oil or extinguish an oil fire. On December 11, 2008 Stafford County Fire and Rescue units responded to a residential fire at 60 Innsbrook Court . Upon arrival firefighters discovered a fire in the basement and smoke throughout the first and second floors of an 8,000 square foot home. During their investigation Deputy Fire Marshals Ben Gouldman and Jason Smith found evidence indicating the fire was deliberately set. Over the next year Gouldman and Smith continued to compile evidence that lead to an indictment in December 2009 of the homeowner Albert Lee Morgan III on several charges, including arson and obtaining money by false pretenses. Last week in the Stafford County Circuit Court, Albert Lee Morgan III was sentenced to a total of 36 years in prison with half of it suspended. Off-duty firefighters from Quantico Marine Corps Base and Fairfax County FRD were on the scene prior to our arrival; they contacted ECC and confirmed the entrapment of the driver. Engine 9 was first to arrive at 05:54 hours, 5 minutes after dispatch and reported a vehicle on its roof, severe front-end damage with the driver trapped. The ODC arrived immediately thereafter, established command and instructed Quantico RE533 and R1 to assist with the extrication. Access to the driver was gained in 18 minutes; however it took additional time to remove the driver due to her being upside down in the vehicle, entanglement with the seatbelt and dashboard. She was transported to Mary Washington Hospital without incident. Two lanes of Interstate 95 were closed during the extrication; there were no injuries to Fire and Rescue personnel. The EAS is a national public warning system that requires broadcasters, cable television systems, wireless cable systems, wireline video providers, satellite digital audio radio service providers and direct broadcast satellite service providers to make their communications facilities available to the President during a national emergency. The system also may be used by state and local authorities to deliver important emergency information such as AMBER (child abduction) alerts and severe weather warnings targeted to specific geographical regions or areas. Although state and local EAS tests already occur on a weekly and monthly basis, respectively, the November 9th test will be the first end-to-end test of the nationwide system, involving all EAS Participants in a synchronized, simultaneous exercise. The purpose of the November 9th Nationwide EAS Test is to make sure that the nationwide system will work as designed. The Stafford County Fire & Rescue, Emergency Management Division will coordinate a test alert to coincide with the EAS testing on November 9th using the Stafford Alert system. In the event of an actual EAS message, a Stafford Alert generated message would also be sent to ensure the citizens of Stafford County are receiving the message in the event they are not in an area where EAS may be audible or visible. The first unit arrived at 11:20am from the Brooke Station, reporting a single-story, single-family dwelling, with fire showing. Fire and Rescue personnel operated in an offensive fire attack mode bringing the fire under control within 15 minutes. The Red Cross was notified to assist the occupants of the structure, whom were displaced. The cause of the fire was ruled accidential and damage is estimated at $50,000. There were no fire fighter or civilian injuries. For thirty-two years and eleven months Larry Snellings dedicated his life to Public Safety. He started his career as a Fire and Rescue communications officer, a few years later he moved to the Stafford Sheriff's Office where he served as a Correctional officer, Patrol Deputy and K-9 Officer, in 1998 Larry came back to Fire and Rescue working in the Fire Marshal Office and finishing his career as a Firefighter-EMT assigned to B-Shift on Medic 2. Deputy Chief Steve Weissman along with Training Coordinator Lieutenant Matthew Warren tried applying and using them with a current recruit school that is in progress. They sampled, used and abused three products, the Illuminating All-In-One Coating Kit, the Illuminating Grip Wrap, and the Illuminating Green Helmet Band. We have had the privilege of demonstrating the Foxfire Illumination line of products during our Recruit Academy 6 live fire burns. We were able to apply the product to our tools and use them during live fire evolutions. We applied the product to a six foot hook, two sets of irons, a flat-head axe, and a short-handle sledge hammer. The application of the Foxfire All-In-One Coating Kit took a total of 24 hours. Thirty minutes were spent applying the coating with the remainder as the drying period. The process was clean and easy, and the instructions were easily navigable. The tools were used during six live fire evolutions. We observed the tools before, during, and after each evolution. Some equipment was intentionally placed in a superheated environment and exposed for long periods. All of the Foxfire Illuminating products performed well. The product held the illuminating charge throughout the exercise. We were able to photograph each tool, showing the illumination effects. We also used the tools during non-fire training exercises on multiple days. We initially deployed these tools at the Hanover County Fire and Rescue Training Academy. We completed six live fire evolutions with the tools advanced in each. The following week we trained in an acquired structure under manufactured smoke conditions with much the same results and continuing to abuse these tools. We burned the structure on Friday with the tools performing as predicted. From an instructors standpoint, I was pleased to be able to track our recruits as they performed searches, advanced hoselines, and ventilated rooms. The All-In-One coating held up well on most tools. The coating did appear to adhere better to non-metalic handles. Lt. Thu, 20 Oct 2011 14:21:31 GMT http://www.staffordfirerescue.com/apps/public/news/newsView.cfm?News_ID=304 Have your Chimney Inspected, Install Smoke and Carbon Monoxide Detectors http://www.staffordfirerescue.com/apps/public/news/newsView.cfm?News_ID=303 Because the East Coast earthquake that occurred in August could have damaged your chimney it's more important than ever to have it inspected before you start a fire in the fireplace, woodstove or turn on your furnace this fall and winter. Chimney damage could be hard to see and it may have affected the lining of the chimney preventing proper ventilation of harmful gases. It's important to understand that just looking at the outside of the chimney is not enough. It needs to be inspected by a professional inside and out and is not limited to masonry chimneys. Prefabricated metal chimneys should also be inspected. If cracks in the chimney lining or lose joints in metal chimney go undetected carbon monoxide will escape into the living area or burning embers could pass through, which could ignite combustible material and spark a house fire. Some damage is obvious, and some is hidden: • Check to see if bricks have fallen or the chimney is leaning. • Look for shiny areas on your metal chimney pipe. This means the chimney moved during the earthquake. • Look for cracks at joints where the chimney connects to the firebox, at the roofline and in the attic. • Check for debris that may have fallen into the fireplace. • Use a screwdriver to check the mortar between the bricks or stones. If it crumbles when you pick at it, the chimney may be a hazard. • Consult a licensed chimney sweep, engineer or contractor. For the name of an inspector, call your insurance or Mortgage Company. Carbon monoxide is a colorless, odorless gas known as the silent killer. So carbon monoxide detectors and smoke detectors are essential and save lives. Make sure you install these in your home and inspect them regularly. • Consider purchasing combination smoke/carbon monoxide detectors. • Install them in sleeping areas and on every level of your home. • Install them away from air vents. • Interconnected smoke alarms are best because if one sounds, they all sound. • Test smoke alarms monthly. Change alkaline batteries at least once a year. The Medic Unit was traveling north bound on Ferry Road when a vehicle came across the double yellow line and struck the unit head on in the front passenger side at a moderate rate of speed. The crew from the Medic unit advised communications of the event and requested the appropriate response. EMS 1 was the first arriving from the Stafford County Fire and Rescue Department 1901 hours (two minutes after dispatch) reporting a two vehicle accident with injuries. Three patients were evaluated and two EMS Providers were transported to Stafford Hospital Center with BLS injuries and the driver of the car transported to Mary Washington ER. During the response the ECC advised there were reports that a tornado had touched down in the area of Blossom Lane. The first arriving unit from the Garrisonville Station arrived on the scene reporting a single vehicle accident involving an overturned propane tanker with the driver trapped inside the vehicle. Once firefighters confirmed the vehicle was stable and ensured the tank was not leaking they worked to extricate the trapped victim. The patient was extricated in less then an hour and transported to a local hospital with non-life threatening injuries. The Virginia State Police are investigating the cause of the accident. The Fire Marshals were summoned after firefighters found fires in three separate areas of the building. During their investigation lead investigator Stafford County Deputy Fire Marshal Ben Gouldman and Deputy Fire Marshal Jason Smith obtained information that lead to the arrest of a 40 year old man from Manassas Virginia. Kevin Jack Johnson was charged with one count of burglary and one count of arson of an unoccupied building. On October 5, 2011 Kevin Jack Johnson was convicted on those charges by a jury of his peers who recommended a sentence of 20 years for the burglary charge and five years for the arson of an unoccupied structure. Mr. Johnson will be formally sentenced in December of this year. The first arriving unit from the Garrisonville Station arrived on the scene within six minutes from the time of dispatch. The initial size-up revealed a two-story residential structure with fire throughout the second floor. Once firefighters confirmed all occupants had exited the home, crews mounted an aggressive interior attack to bring the fire under control within thrity minutes. There were two occupants evaluated for injuries but did not require transportation to a medical facility. The cause of the fire was ruled accidental and damage estimates are not available at this time. On Saturday September 10, 2001 homeowners reported the problem after noticing a shift in the ground to the rear of their homes. The initial assessment by Fire Rescue personnel revealed the ground had shifted approxiamately 1 foot. A building offical responded to the incident and after evaluating the area the decision was made to evacuate both homes. All utilites to the homes were secured and the area was fenced as a safety precautions. Over the last several days Fire and Rescue personnel have remained on the scene to monitor the landslide and assist the family members as they retrieve personnel items from the homes. Help Needed for Stafford Landslide Victims Ebenezer United Methodist Church has created a fund to help the landslide victims in Stafford's Austin Ridge community. This fund allows the community, friends and organizations to make tax deductible charitable donations by check or electronic debit.
